Charlie Johnson and his wife, Terry, moved to Phelan in 1992.  Charlie and Terry are both active in the community since moving here serving on several panels, councils, and committees.  Charlie and Terry have been members of the Kiwanis Club of the Tri-Community.  Charlie is a founding member, and three-time President of the Club.  Terry is currently on the Board of Directors.  Both are very active in our church, St. Junipero Serra, Phelan, as Eucharistic Ministers.  Charlie is on the Parish Finance Council, and Terry volunteers in many ministries.

Charlie holds several positions for the Diocese of San Bernardino: Diocesan Finance Council, Vice Chair; Catholic Foundation, Trustee; Catholic Education Foundation, Trustee; and Caritas Telecommunications Corporation, Secretary.

Mr. Johnson completed his Bachelor of Science degree in Management at San Diego State University.  He continued his education at California Lutheran University earning a Master of Business Administration degree.  With this background, Mr. Johnson became an Adjunct Professor at the University of Redlands (CA).  He taught for nine years, one year he served as a full time Visiting Professor, and lead faculty in Finance.  He is currently and Adjunct Professor for the University of Texas, Dallas where he teaches a finance course in Mexico City. 

Mr. Johnson is a general, financial, and project professional with over twenty years' experience in systems design, implementation, and management.  He is a team leader who has proven to be a creative problem solver and team builder with excellent oral and written communication skills, and worked with internal/external audit teams to ensure operational and reporting compliance.  He established and managed a full accounting system (general ledger, payroll, accounts payable and receivable, and cash receipts), directed and managed a large finance staff with a $5 million budget and responsibility for general accounting and accounts receivable factoring general ledgers.  He managed a major (over $1 million) implementation project team and an infrastructure outsource team for the Commonwealth of Virginia.


Mr. Johnson is a member of the IT Financial Management Association.  He conducts financial seminars on Information Technology and financial principles and practices.  He has been a seminar presenter for over twenty years for the Association.

Charlie is a forty-year volunteer for the American Youth Soccer Organization (AYSO).  He is a National Coach and a National Referee, one of the twenty-five active "Double Nationals" in the national organization.  He held the position of Area Director overseeing ten Regions (leagues) for sixteen years.  He was the AYSO United High Desert Communities Club Administrator for three years.  He is currently the Section 10 Management Administrator.  He also is an Advanced Coach, Referee, and Management Instructor.

Mr. Johnson has been a member of the Phelan Chamber of Commerce for over twenty years, serving as President for two years, Treasurer for multiple terms, and a Director.  Charlie is the President of the Phelan Piñon Hills Community Improvement Association, a 501(c)(3) non-profit organization.  The PPHCIA is dedicated to serving in a variety of ways to improve the communities of Phelan, Piñon Hills, and surrounding areas (needy family food distribution program, Community Demonstration Garden, Healthy Snowline, and the Snowline Community Cabinet).

Charlie was the chair of the original Phelan Piñon Hills Community Services District Feasibility Study Committee (established April 15, 2006).  With excellent support from the Committee, Mr. Johnson was the chief author of the Study, and the principal advocate testifying before the San Bernardino County Board of Supervisors, and the San Bernardino Local Area Formation Commission.  The CSD Formation and initial Director election was held in February 2008.  Mr. Johnson was honored to serve as a Director for five years, and president for two years and worked closely with a consultant on the PPHCSD Water Rate Study and Proposition 218 process as Finance Committee Chair and Board President.  With the District Finance staff helped to establish the District's fiscal and reserve policies maintaining a sound financial position.  He also helped to develop the District Investment Policy with our finance team.  He was reelected to the Board of Directors in 2018, and once again served as Board President.
