The Phelan Pinon Hills Community Service District was established through an election on February 5, 2008. With a 81% approval rating, the voters approved the formation of the district as a consolidation of three Special Districts, Zone-L70 Water, CSA-9 Phelan Parks and Street Lighting and CSA56-F1 Pinon Hills Parks.
This consolidation enabled the communities to establish a form of self-governance while maintaining their individual rural integrity. The 128 sq mile district is the largest Community Service District in San Bernardino County.
The primary component of the district is the water service to the approximately 6700 customers. Being efficient in every aspect is essential and will help in improving fiscal responsibility, as well as system integrity. Developing relationships with neighboring water companies, agencies and resources will enable all of us to be more responsible and efficient, thus we are looking at joint ventures whenever it is viable.
We encourage “water conservation” and offer an incentive program, plus resource material to promote desert landscape. We are also looking for ways to conserve “water shed” land that will help in the regeneration of the aquifer. We are focused on providing service now and for future generations.
Parks and recreation are a vital component to any community. It not only adds beauty but provides safe areas for activities of individuals, families and groups. As part of the district we have two community centers. These centers are utilized for a wide range of activities and are available to the community for a small fee. Though the district is working on various recreation ideas, they do sponsor a senior lunch program at the centers.
Adjacent to the centers are two parks that have picnic tables and playgrounds. They are available from morning til dusk. The district is looking to develop a large park facility that will have athletic fields as well as standard park integrity. We are also in the process of planning an equestrian park to help in the promotion of those activities.
Our street lights primarily service the business district of Phelan. We do have some at strategic intersections to help in providing safety to the community. We will expand the street light district at other intersections based upon a safety need, but the district does respect the San Bernardino County “Dark Sky” ordinance and encourages residents to do the same.
Our two monthly General Meetings of the Board of Directors are held on the first and third Wednesdays evenings at 7pm in the Phelan Community Center. We also have monthly meetings for committees of Engineering, Parks /Recreation and Finances that the Public are welcomed to attend.
Our goal is to improve service while maintaining fiscal economic value and support the rural lifestyle established in the 2006 Community Plan. We encourage the community to attend meetings to witness the procedure and add objective thought as we grow and become established in community self-governance.
